A modern new police headquarters is being built in Aachen on the basis of a public-private partnership between HOCHTIEF PPP Solutions and the Aachen police. HOCHTIEF PPP Solutions is planning, financing and leasing the project. The building is being constructed in conjunction with HOCHTIEF Infrastructure.
Police Headquarters Aachen— for greater citizen-friendliness
In October 2015 HOCHTIEF and the Aachen police signed the contract for the construction of a new police headquarters. The project is based on a rental model with operation guarantee and the building has been designed by the Aachen architectural firm of Hahn Helten.
Communicative and transparent.
The new police headquarters for some 1,200 staff is being built on a rental area of around 22,500 square meters on the intersection of Trierer Straße and Debyestraße. Conveniently located directly on the A 44 highway and with good public transport links, the police facility can be easily accessed by both employees and citizens of the city of Aachen. Apart from the new headquarters, HOCHTIEF will also build an auto workshop, a custody unit, a training room and a kennel for police dogs. The new police headquarters will moreover feature a dining facility with general access and a transparent foyer. The necessary security provisions will none- theless be guaranteed, so the building will not only meet the high functional and visual requirements of a forward-looking police facility, but will also em- body citizen-friendliness.
Service, quality and security—over the long-term.
Once HOCHTIEF has completed the complex on the basis of a rental model, it will operate it for an initial period of 20 years whereby both the completion date and the rent have already been contractually agreed. Afterwards the tenant will have the option to renew the lease for another five years. Construction is due to start in late summer 2016 and the new building is to be handed over to the Aachen police in October 2018.
HOCHTIEF PPP Solutions will take on the landlord’s maintenance and upkeep obligations over the entire term of the contract, through its project company HOCHTIEF PPAC GmbH. Response times and deadlines have been contrac- tually defined and are an integral part of the rent. The rental model with opera- tion guarantee offers the tenant long-term cost security with consistently high quality. In this way, while being precisely coordinated to the special needs of a police headquarters, a building is being developed for which the going rental rate for office buildings in the Aachen area will be applied.
